Is it one drain, or the main line?

This is the first thing a plumber will want to know. The answer changes the equipment they bring and how urgent it is.

In Folsom, the pipe to the property line is yours

Folsom’s sewer code splits each home’s connection in two. The owner is responsible for clearing and repairing the part on their side, and the City handles the part beyond it. Knowing where the split is tells you who to call.

The building drain leaves the house and runs as the upper lateral to a cleanout near the property line; the property owner maintains this part. From the cleanout, the lower lateral runs under the street to the City sewer main; the City maintains this part when it owns the main. Property line 1 2 3 4 5 Property owner City of Folsom

What a plumber can do about it

Most clogs are cleared the same day with a cable or a jetter. The bigger jobs start with finding out what the pipe actually looks like.

Snaking (cabling)

A rotating cable cuts through the blockage. It’s quick and suits most single-fixture clogs and many main line stoppages. On roots and grease it opens a hole rather than cleaning the pipe wall.

Hydro jetting

High-pressure water scours the inside of the pipe. It’s the usual next step for grease, scale and root regrowth, but only once the pipe is known to be sound enough for it.

Camera inspection

A camera on a push rod records the line from a cleanout. It shows roots, offset joints, sags and breaks, and it’s what the City of Folsom asks for when it sends a lateral inspection notice.

Repair, lining or replacement

When the pipe itself has failed, the fix is a spot repair, a liner, or a new lateral. Repairs on the owner’s side may need City permits, and work in the street needs an encroachment permit.

Before anyone digs

Ask for the camera footage and the location of the defect. Find out whether it is on your side of the cleanout or the City’s. A defect in the lower lateral is the City’s job when the City owns the main.

Folsom homes and their drains

Most of Folsom was built in the 1980s, ’90s and 2000s. The census puts the median home at about 1996. The city’s age ranges from Gold Rush-era lots near Sutter Street to houses south of Highway 50 that closed in the last few years, and drain problems follow the age of the house:

  • Older homes in Historic Folsom are where you’ll find the oldest laterals, and the City is rehabilitating sewer mains on several streets there.
  • The established neighborhoods built from the 1980s on are now old enough for root intrusion at joints, especially near mature trees.
  • New homes in Folsom Ranch have new pipe. Problems there are more often construction debris or a fixture issue than a failed line.

Folsom also protects its native oaks. If roots from a protected oak are in the line, check the rules before a contractor digs near it. See tree roots in the sewer line.

Before you call

The call takes a few minutes. You’ll be asked:

  • Your address, to confirm you’re in Folsom
  • Which drains are slow or backing up
  • Whether water or sewage is coming up anywhere
  • Whether you know where your outdoor cleanout is

Before work starts, ask the plumbing company for its California contractor license number and check it on the CSLB website. Ask how the price is set (flat rate or by the hour) before they begin.

Common questions

Is the sewer pipe from my house to the street my responsibility in Folsom?

Partly. Under Folsom Municipal Code 13.08.140, the property owner is solely responsible for the upper lateral, the pipe from the house to the cleanout near the property line. That includes clearing stoppages and repairs. The City maintains the lower lateral and the main when it owns the main. The Folsom sewer lateral guide has the details and the exceptions.

How can I tell if the clog is in the main line?

If more than one fixture is affected at once, suspect the main line. Common signs: a toilet gurgles when the washer drains, water rises in the shower when you flush, or water comes out of the outdoor cleanout. If only one sink or tub is slow, the clog is usually close to that fixture. See main sewer line clogs.

Should I pour chemical drain cleaner into a backed-up drain?

Not for a main line backup. Chemical cleaners rarely reach a blockage out in the yard, and they leave caustic water standing in the tub or sink that someone then has to work in. Tell the plumber if you have already used one.

Do you cover El Dorado Hills, Orangevale or Granite Bay?

Not at the moment. This line connects callers in the City of Folsom (ZIP 95630). El Dorado Hills (95762) is a separate community in El Dorado County, even though some addresses there show “Folsom”. The service area page lists what is and isn’t covered.

Are you a plumbing company?

No. This site is a referral service. Calls connect you with independent local plumbing companies, which may pay us for the referral. How this works explains who answers the phone.

Drain backing up? Get a Folsom plumber on the phone.

You’ll be connected with an independent local plumbing company. Have your address ready, and say which drains are affected and whether anything is backing up. It helps the plumber bring the right equipment.
